Gideon, is still not a member of the Federation, although there are negotiations in progress. But it has been difficult because Gideon has constantly refused the presents of a delegation on there soil. Gideon does appears to trade with the Federation.
In their Physio-cultural report, Gideon describes environmental, physical, and cultural conditions that would make Gideon a Paradise. As it turns out, this report was a lie, describing conditions which use to be true long ago before they became over populated.
To prevent the truth from being discovered they shielded the planet from sensors. Odana talks about, streets, houses, gardens, beaches, and mountains full of people.
